Scope of Work
Conservation Capital, LLC (CCL) was engaged to evaluate enviro-economic opportunities for ConocoPhillips’ Louisiana Land and Exploration (LL&E) Fee Lands. The scope included identifying strategies to generate revenue through conservation finance, wetland mitigation, carbon sequestration, ecological services, and limited development. CCL also assessed opportunities to leverage federal and state investments in coastal restoration to protect the long-term value of Company lands. Financial modeling was conducted based on a 20-year planning horizon, assuming twelve 8,000-acre projects across approximately 96,000 acres. The analysis incorporated ecological, economic, and regulatory considerations to project revenue outcomes and inform future land-use strategy.
Conclusions
The analysis projects that implementation of the proposed enviro-economic strategy could generate approximately $373 million in net revenue over 20 years from twelve large-scale projects. This includes $25 million per project in direct mitigation, conservation, development, and ecological service transactions, plus $6 million per project from carbon credit sharing, totaling $31.1 million per project. Additional opportunities, including clay soil sales and expanded carbon credit acreage, could yield an estimated $193 million beyond the 12-project model. In aggregate, the Company could realize up to $566 million in supplemental revenue from its LL&E Fee Lands. Importantly, these revenues are in addition to existing oil and gas royalties and lease income. Overall, the strategy enhances both ecological outcomes and economic returns, positioning the Company as a leader in conservation-oriented business development.
